Implementation Plan

Mandatory Water Use Restrictions and Voluntary Conservation Effective in July 2009 will continue at least through your meter reading in June 2011.

Due to the below normal snow pack, rainfall and environmental/endangered species related pumping restrictions placed on the State Water Project, the San Diego County Water Authority (“SDCWA”) has called for implementation of mandatory conservation provisions and an eight percent (8%) reduction in usage, starting in July 2009.  The following policies will be used to implement the required reductions in deliveries to Full Price accounts.

Mandatory Use Restrictions
On May 4, 2009, the Valley Center Municipal Water District Board acted to implement the Level 2, “Water Supply Shortage Alert Conditions” of its Water Supply Shortage Response Program (Article 230, District Administrative Code) impacting all Full Price Residential and Commercial and Commercial Agricultural Accounts.

With this action, the following mandatory water use restrictions will be in place effective in July  2010, to help reduce water consumption at your home and/or business:

Section 230.4 (b)

1. Stop washing down paved surfaces, including but not limited to sidewalks, driveways, parking lots, tennis courts, or patios, except when it is necessary to alleviate safety or sanitation hazards.

2. Stop water waste resulting from inefficient landscape irrigation, such as runoff, low head drainage, or overspray, etc.  Similarly, stop water flows onto non-targeted areas, such as adjacent property, non-irrigated areas, hardscape, roadways, or structures. 
 
3. Irrigate residential and commercial landscape before 10 a.m. and after 4 p.m. only.

4. Use a hand-held hose equipped with a positive shut-off nozzle or bucket to water landscaped areas, including trees and shrubs located on residential and commercial properties that are not irrigated by a landscape irrigation system.

5. Irrigate nursery and commercial grower’s products before 10 a.m. and after 4 p.m. only.  Watering is permitted at any time with a hand-held hose equipped with a positive shut-off nozzle, a bucket, or when a drip/micro-irrigation system/equipment is used.  Irrigation of nursery propagation beds is permitted at any time.  Watering of livestock is permitted at any time. 

6. Use re-circulated water to operate ornamental fountains.   

7. Wash vehicles using a bucket and a hand-held hose with positive shut-off nozzle, mobile high pressure/low volume wash system, or at a commercial site that re-circulates (reclaims) water on-site.  Avoid washing during hot conditions when additional water is required due to evaporation.
   
8. Repair all leaks within five (5) days of notification by the District unless other arrangements are made with the General Manager.

Voluntary Water Conservation Partnership
Though the District has a mandatory requirement to meet its allocation of water which represents an eight percent (8%) reduction from the base measurement period, our Board has decided to enter into a voluntary water conservation partnership with its customers to achieve the required level of reduction without usage fines and sanctions.  We will achieve these voluntary savings as follows:

►Each account will be provided a month to month target water allocation on their water bill, with monthly allocations representing an eight percent (8%) reduction off of the account’s average usage over the three base measurement years, July 2004-June 2005, July 2005-June 2006, and July 2006-June 2007.

►Each Full Price account with no or incomplete usage histories during the base measurement years shall be provided a monthly target allocation of 10 Hundred Cubic Foot (HCF), (10 units), or 7,480 gallons per month.

►Usage under the monthly allocation shall be deemed an “allocation carry over” which can roll forward to offset usage over the target allocation in successive months of the 2010-2011 program, ending on your meter reading in June 2011.

►Usage credits remaining at the end of the 2010-2011 program (i.e., credits appearing on the June 2011 water bill) cannot be rolled forward into a subsequent program year, if one is implemented.

Reading Your Water Meter
Information and diagrams on how to read your water meter are attached or can be obtained by contacting our office. You will find the read date for your meter on your bill each month. With this information, you can track your usage during each month from the point that the meter is read by District personnel.  If after reviewing the information, you still need assistance, please call us at 749-1600.

For conservation information to help meet the usage targets, please go to www.valleycenterwater.org and access the links to various sources of conservation information, or contact the District Office at 760-749-1600.

Reporting Water Waste
If you see water waste, please contact us at 749-1603, Ext 511 at anytime and leave a recorded message with the address, time and nature of the water waste. With this information, we can raise awareness of the problem and assist with corrective action.
