South Village Water Reclamation Project

Project Description

Since the late 1990’s, the Valley Center Municipal Water District (VCMWD) has been involved in a wastewater project to serve the properties within the South Village Service Area. The Woods Valley Ranch project is finalizing the construction of the Woods Valley Ranch Water Reclamation Facility (WVRWRF). Wastewater from the Woods Valley Ranch subdivision is conveyed through the gravity collection system to the treatment plant. At the treatment plant the wastewater is processed and discharged as recycled water to be used for irrigation on the Woods Valley Ranch Golf Course.

The treatment plant (Phase 1) was constructed for the Woods Valley Ranch project; however, the design was such that it could be expanded in the future to serve the South Village Service Area. VCMWD’s Board of Directors approved a request by Bell Enterprises & Butterfield Trails, LLC, to move forward with   Phase II expansion of the treatment plant.

An application for a State Revolving Fund Loan was submitted to the State Water Resources Control Board (SWRCB) in February for financing the Phase 2 Expansion Project. A meeting occurred on March 2 with the SWRCB staff to begin the application review process.  The District is completing environmental compliance information, while Village Re-Development is completing the California Environmental Quality Act for the Alternate Seasonal Storage Site adjacent to the Golf Course.  District staff is coordinating information with the SWRCB to obtain a Preliminary Financing Commitment which is anticipated in July.
